After a long break I have returned to my old favorite Pharaoh/Cleopatra. Problem: there is no Tax Collector's Office in the Municipal Structures (or elsewhere). As a result I cannot collect debdens and quickly go broke! I don't recall any problem with this while playing in the past. Am I missing something or could there be a glitch with the program?

You can't have a Tax Collector's office until you build a Palace.

Not to mention that the Tax Collector doesn't become available until you've reached the Archaic Period (if playing the campaign). If it's a custom map, the structure may have been disabled by the map's author.
