How do I get the pyramid to accept water access? the footprint is showing green, including the causeway to water, but the game will not accept the monument.

1) Did you spin the Map?
Press the "Home" button on your keyboard

2) Save and Restart mission;
Now try to place a monument
(most likely the channel to the water is blocked by a road)
