Well I kind of gave up on Pharaoh, I tried everything and it wont launch, and I can see that a lot of people are experiencing this problem.

How about Caesar or Zeus, they seem similar. Are there any problems with these games?

Caesar 3 runs on an older version of the same game engine as Pharaoh. Zeus uses a newer version of the Pharaoh engine. Quite likely if one won't work, neither will the others.

Instead of "giving up" and abandoning the previous thread, you could continue trying to solve the problem. If community members cannot assist, you can contact GOG.com Support, who have been able to help other users with problems.
Do you still have a copy of an older windows lying around, like 7? If so, with the game being light on resources, you could try to run it through the older windows on a virtual machine. I don't think it's that hard to set up. I used to run windows xp on virtual pc because of one program that compatibility issues with vista. Forget what it was
You also have to mention Emperor : Rise of the Middle Kingdom which is the last of the Impression Games/Sierra city builders and was made with the Zeus engine. It's not available on GOG though.

I never took to Tilted Mill's version of City games but quite a few like them.

And I think Sid Meier did one about Rome

Maybe i've found a solution for your Problem.
Try This :

i've found a solution because the 16bit mode doesn't work for me at all .
I've changed my Windows Desktop Resolution to 1280x768, and if used change the scale option back to 100%.
Log off your User after this.

furthermore i set compatibility to windows xp sp2 and reduced colours at 16 bit. Also behavior at high dpi scaling to "application" see image attached.
then it worked :)

tested on Windows 10 Pro x64 version 1709.
