I set the game to window mode with the hd patch, maximised it and created a seamless windowed fullscreen mode with winexp, so that I can play without a blury screen on my 4k monitor . But if maximising the window the game does not run at 100% Game speed is there a solution ?

What happens/happened when you change the speed ingame?
