This happen to me when exporting linen and papyrus, and became a huge headache. At some point, my linen and papyrus in storage can become something like 660 or 840, instead always in hundreds like any other goods. and if I set to export over 600 or 800, the dock deliverer will try to go get the 60 linen or 40 papyrus but realize they can only carry minimum of 100 goods, so they refuse to purchase because after that the storage number will be below they number I set, and that made them stuck at the storage yard and never move... I had to change the number constantly when that happens.

Do any of you had this problem before? I searched everywhere and can't find the answer. And don't know how to fix it. The cause of those less than 100 goods is that multiple sources (the factories and the storage yards) trying to deliver paper to the safe scribe school or library, and since those facilities use paper in tens, that can eventually making some Storage yard deliverer only deliver like 20 paper to fill the spot and bring the rest of 80 back to Storage yard!!
This happens a lot. It will normally happen if a delivery man from the finished good producer is told to go to his assigned place (eg Papyrus Maker to Scribal School or Library), doesn't dump the full load and goes to the SY with an odd numbered quantity, or if he doesn't dump a proper full load at an SY. There is nothing you can do to prevent this bug: there is a fix though. Whenever it happens, just set the affected good to Export when over 0 to empty the SY in question to clear it.
