Runing on a Alienware 17r4 with Nvidia gtx 1070, and the vent kicks in hard... is there a way to apply a frame cap on this game so that the it can run cooler / quieter as my panel only runs at 60hz ?

Try activating V-Sync in settings. Should limit framerate to 60fps.
