I should be up to my first visit to Dr. Harburg, but it keeps saying it isn't time yet. I've looked through walkthroughs and I can't see what I've missed.

Could it be something tiny? Or is this a bug that has occurred to others?

Hi i have a little bit same problem. But in different :D . I do not have a Dr. Harburg at map I have home, that restaurant, wyntech, borderline or what ever it is and that is all. What can i do now? I need to visit Dr. Harburg but i cannot. What can i do?

There's usually something you missed, try clicking everything, everywhere.

it can be but i cannot see that Dr. Harburg place on the map from the start so i dont know did you see him at the map from the start of the chapter or not

Definately not doing something right. Not sure what it is at the moment but once you do absolutely everything that can be done then you can see her.

You need to call Dr Harburg first.

Use the business card from your inventory on your home phone.
