I had a bug involving a job that required to upgrade the graphics card:
the job wasn't specific in anything and the rig already had a Vega 64, I decided to use the available budget to put in another vega 64 and a 750W power supply, but that didn't count as upgrade (I completed the job by giving up crossfire and switching the card for a asus rog strix vega 64)

All upgrades have to be at least 3 levels up on the hardware rating program (ingame)
The only way you can put in the same hardware, is if it says replace... or if it says increase ram...then you can put in a second ram stick to get it up to the right level.
