I can't find any reference in the Manual to what those bells mean. Sometimes they ring, sometimes they don't.
There are at least two types. When a bell rings I click on several icons to open e.g., Church, Guild, Town Hall, thinking the bells may be a sign to visit one of these places for information or some kind of interaction, but nothing I've done has got those bells to stop ringing.
Are they an 'invitation to Player Action', and if not, are they at least a sign of a Condition of which the Player needs to be aware, and is there a way to specifically mute those bells apart from muting all background noises of that SFX set?
If this is explained in the Manual, please point me to that location.

The bells ring to mark the passage of time(like it is noon, or 6 pm). That is it. It is an added touch of realism. In the timeframe this game is marking that is how people would know time before phones and wristwatches. You would hear the time marked out by the number of times the church bells would ring.

Thanks for the reply.

I can see how those higher-pitched bells mark the time; they only ring a few times and then stop.
But the other, lower, bell, can ring incessantly the entire time that my character is in port. That bell won't stop ringing no matter what I've tried, in way of interaction with the game.

Here is my observation:
- the ring-ding-ding bell is a new message (this is obvious)
- the ring.......ring........ring is a warning that pirate ship is visible at sea. That's why it can ring incessantly for minutes at times, because as long as at least one ship sees a pirate somewhere this will keep ringing. Annoying.
- as far as I can tell there is no bell to mark a passage of time. I have been carefully observing the passage of time to help me trade. Goods are delivered to the market once per day and this changes prices, I was hoping a bell would help me determine this moment so that I can re-check prices and buy/sell again.
