I'm pretty sure it's a new issue, since my first playthrough I never noticed it. But it seems like while wandering the world map, that Stealth checks to avoid random encounters is bugged.

In the early part of Act I, before clearing Tower of Estrod, no checks are made at all, but I assume that's intended; so no chance to avoid random battles. Afterwards, though, it doesn't seem to be the highest party member making the check.

I noticed that it was Camellia, even though Woljif was in my party and had way higher Stealth. To make it even stranger, when I removed her to test it, Seelah made the checks (who has no points in Stealth), even though Woljif was still there. And, after moving him to the second spot behind my MC, it went back to Camellia.

It is becoming an annoyance since her Stealth is half, at most, of his. And so she almost always fails the check; I think that she's made only 1 successful evasion (I'm early Act II).

Is this by design?

If it is by design, it should not be. In one case it was pointed out by a fellow Pathfinder that the checks seems to be made by whom you assigned for the camouflage job during resting.

Not sure if that is still the case, or intended by design.

It could be a chance that the design is flawed, by how the camping is designed in relation to traveling. I can see how sometimes you would want for job X while usually they do job Z. And that could lead to these kind of issues where your best for job X on camping is not the best for traveling.

I encourage you to submit a suggestion via the ingame reporting tool (ALT+B), so the developers might take the design issue into consideration and eventually improve it.

Yeah, I was told basically the same thing elsewhere. My concern is that Owlcat will disregard the complaint since I'm using mods now.
