It says that half-orcs with the human-raised heritage get an extra skill point, but there doesn't seem to be any difference between it and normal/tribal options. Is this a bug, or am I missing something?

Im guessing bug. Any of the lesser used race/class options are fairly bugged up due to the limited number of players in beta.

A bug. You can report it by usingg the alt+B function.
