When you bump into him again he says he has nothing new, does that mean that he will have new loot late game or something?

Technically yes, but his inventory upgrade is either random or bugged. In my first playthrough, on an earlier patch, his inventory changed roughly midway through the game. In my current game on patch 2.05c, he hasn't changed inventory for the entire game, and I'm just about to start Chapter 6.
