You just continue the game, hoping for some triggers but no. You finally lose.

Bad choices end up in bad endings in well built RPG.
You must have chose a pretty bad choice as this quest never bothered me at all. The stats drawback last about two months before the quest continue. Be sure you went through those two months and speak to a guy on your central place to go further in the event.
Don't need to wait two months either. You can jumpstart it by talking to the hellknights harassing your citizens near the thone hall entrance. Tell em they can't harass your subjects and you will get draven once you go to the map exit on the same map.

The quest is terrible self-inster fanfic some guy paid for on kickstarter, so just do and forget it existed.

So how should interact with nothing ?

Sorry but this quest is poorly designed. When I reach the riot state (after 2 months since my state was STABLE), I can walk in the city, noboby complains (and you talk about roleplay, so... something is wrong there about "well built RPG" no ?), no hellknights and so on.
One week, two weeks or two months later. Wait for some more weeks and it's simply lost.

I am agree than bad choices lead in bad endings except here I HAVE NO POSSIBILITY TO DO SOMETHING.
All because a poorly designed quest.
It seems a city is mandatory for the triggers, that was I suspect reading threads talking about this issue. What is stupid (it should be easier to catch the hellknights in a small town than in a great capital, don't you think ?).

Anyway I send a message to the support.
And I could load an old save some months before to build this stupid city earlier and confirm the issue is related to that (if I find the desire to continue...).

As expected, from an old save some months before the event, building a city and these triggers occur as expected, allowing me to continue.
I couldn't check since I continued my game, however the last update to 2.1.7 should solve this trouble.
