I've read that this game is/was in terrible shape. Is this true? Can the game be played? I've had my eye on this for a long time but' have been spooked from the hear say.

Does this thread answer your question? If not, the answer is No, it will never be fixed enough: there will likely always be bugs or things you don't care for. Or Yes, it's been playable for a long time, although the recently added turn-based mode probably still has kinks. Or maybe. Just weigh the game's potential issues with the price, and know that Owlcat is still releasing bug fixes, so even if it doesn have issues, it may cure itself (or get worse) as time progresses.
