There is an improvement you can do that makes it so training advisor ranks goes from 14 to 7 days but I never noticed what triggered the mission popping up in kingdom management? Anyone know the requirements for taking that mission? :)

Cool thanks, figured it required some kingdom rank at a certain level. :)

no, I'm on chapter 3 season of bloom end and training is 7 days.
Didn't see when it changed, but it's not coronation.

It happens after you've increased Kingdom Stat Ranks 40 times. So you need to be (on average) at Rank 5 on all 10 stats.
