Hello!

I noticed sometimes the advisor's cards have a coloured stain on the card's top left corner. What does it mean?

basically it shows how suited your advisor is to the task. Pretty sure it's just +5/-5 to base stat or something like that.

Not exactly true. A green band lowers the DC and a red/orange one increases the DC for that advisor. (But the effect is the same)
I think it's only +2 or -2 but it might differ depending on the base DC
