This is the pet you find from the free Arcane expansion. I've tried everything I can think of to turn him from a statue to a pet cat that follows me around. Help please.

Put him in one of the quickslots in your inventory, then click it to summon a kitty.

What Steelcoresoviet said it's true, but you can't summon him in some places, like the throne room of your capital.
