anyone else seeing this. My stats do not change

For me they work. When u have them on and use bow in combat check the combat log (where all "dice rolls" are simulated), if you hover mouse pointer over a rolls you will see how it was achieved and there will be e.g. +1 (Bracers of Archery). Same goes with damage.

Mastererrant: Ah...It oesn't show up on the character sheet...
Unfortunately a lot of modifiers do not show up on the sheet. The same problem occurs with fighting defensively and combat reflexes. And don't even get me started on the teamwork feats...
