I had Honor and Duty stuck in my quest log "Wait for News" for 4 in-game months. I started and finished Act 6. I traveled through most of Glenebon, all of Dire Narlmarches, and all of Pitax. Nothing. If you are in the same boat, try the North Narlmarches.

I suspected something was off, so I searched online. I learned I was supposed to run into some peasants in a random encounter, but I found no information on when, where, or if there were other requirements. In one post on Steam, I found someone who mentioned they ran into the peasants in North Narlmarches. Sure enough, I spent a couple minutes wandering north of the Thorn River, and I ran into the peasants. I tested with three reloads, and I ran into them all three times after 2 to 6 days.

I then tested elsewhere by spending 2 in-game weeks wondering everywhere except North Narlmarches, I ran into a dozen random monsters, heard some fun conversation between Valerie, Jaethal, and Harrim, and even ran into Osprey in South Narlmarches. No peasants. It's possible you should wander around the region where the Honor and Duty kingdom event took place. I didn't have a saved game where I could check. At the end of 2 weeks, I went to North Narlmarches again. I encountered the peasants after 3 days.
