Can you rotate the camera around in full 3d?
Such as theme park inc or theme park world.

It is in 3D and the camera can be rotated freely, but you can't change the tilt angle (which you probably could in Theme Park if I remember correctly).
There are mods available that change the camera, such as this one: parkitectnexus.com/assets/4dc5fa1919/better-perspective-camera
