UPDATED
Thanx to klkern58 for the great find. It's fixed now.
Rename DDRAW.DLL in PG2 main folder after you installed the latest Directx 9.
I've a theory that some dude in GOG who was packaging the game had a DDRAW.DLL problem. So took a shortcut by downloading just the dll file and smack in the root folder to get it to work. It's an unsafe but sometimes worked fix in other games.

RENAME IT TO WHAT???????????????????????????????????????
Man, come on, don't talk in riddles. PLEASE!
edit:
ok, the direct x update worked for me, so i personly don't care anymore about the answer.
But still: rename ddraw.dll without ANY info about the new name is kind of cruel, if you ask me....

Rename the file to anything you want EXCEPT ddraw.dll. Example: rename it to chubby.dll

This solution worked perfectly for me. Using a Toshiba subnotebook and XP. PG now works fine.

Can you tell me what the direct x update is? I have an hp laptop running on vista (that's all I know) and I can't run the PG2 I downloaded from GOG. I have no idea what those dll or whatever are that's why that direct x update is the best shot I got in fixing the problem. Thanx

Download the setup.exe from this link and run it - it'll download and install directx 9.0c

Changing the name of the DLL File helped me too on Vista.

Very Simply if you are using Windows Vista go to Computer-GoGcom-Panzer General 2-and change DDRAW.DLL to anything.DLL.
This was a great fix. worked on Vista Home premium and Windows XP Pro wSP3. Thanks

I have windows 7. I did what this thread said and renamed ddraw.dll. After doing that, the game launched. After playing for awhile I ran into some of the other problems discussed in this forum - cursor locks, etc. It became unplayable. I then followed the advice of this thread:

http://www.gog.com/en/forum/panzer_general_series/panzer_general_ii_and_windows_7

I changed ddraw.dll back to ddraw.dll, installed directx as described in the above link and all my problems went away. It is working like a champ now.

In short, renaming ddraw.dll was deceptive. It got the program to launch, but didn't ultimately fix the problem.
