When I start PANZER2.EXE or PG2UK220.EXE I get an Application Error 0xc0000022.

I'm on Windows 8.1.

I have tried to rename d3dx9_42.dll and ddraw.dll but this didn't help and resulted in the same application error.

Does anybody have a suggestion?
