There are 2 EXE's supplied with the game, Panzer2.exe and PG2UK220.exe
I believe second one belongs to the unofficial patch, while the first one is vanilla PG. Default GOG shortcut leads to the Panzer.exe one.
Does that mean that vanilla is default, and we can use the unoff. patch if desired? Or is the whole setup much more complicated than that?
Can anyone with the experience with using the unofficial patch clarify, how exactly it should be launched and if there is an ingame way to check, if patch is being used?

I believe you only need the patched version to run some of the user created equipment files & campaigns.
Yep, the user made campaigns and equipment files need that different exe because it's been 'broken open'. The original game had a limit of 1,000 items total and 400 icons in equipment files. The different exe lets e-file makers (and therefore scenario makers) use up to 4,000 units and 4,000 icons in equipment files.
So is this game compatible with the user created mods?
Yes. The reason that GOG included the second executable is to make the many mods available.
Note that once you start looking at custom campaigns, many call for a specific e-file (equipment file). In that case, you'll need to overwrite your existing e-file (back it up somewhere...though you can find versions of the original campaigns using custom e-files as well) with the required one.
So is the PG2 executable the original v1.02 (patched version)? I think there were also some "fixes" in the UK version about how certain abilities are assigned, etc. Haven't played in years but want to get back to it!

I would sure love it if someone could confirm they were able to use any user mods successfully. I have spent more time than I thought I would need to on JP's Panzer's, Steve's Campaign page, Adlerkorps, etc. trying to figure this stuff out. My modded game just crashes on right-clicking.

The best advice I have seen involves using an all-in-one installer (Open General or Adlerkorps 1.1) to create a completely separate install of the game.
Can't launch game get PANZER2 EXE not working then it just shuts down using Window 8 and turned compatibility mode to windows xp and still the same
neither exe's downloaded...have d/l twice still not happening

After installing Panzer General 2 from the file you downloaded after the purchase using the 'My Account' link in the header, these two files are relevant in the install directory:
PANZER2.EXE
PG2UK220.EXE
