From PEDG

1.1.1 Installing Patch 1.2: Problem with the wave\scenario folder containing read only files. If patch 1.2 reports an error then the following files must have the read only attribute changed.

Disable all mods, and change some file attributes in the Wave/Scenario folder:
(Read-Only -> Normal)
Hamra/*.wav
Hill138/031.wav (only one file)
StLambert/*.wav
StLeonard/*.wav
StLo/*.wav
When it is done, the Patch 1.2 can be installed.

If your operating system is Windows XP you can change the attributes of the entire folder at once. If you have another operating system, you will need to change each file individually. You may also download a small batch file from pedg.chollie.co.uk/files/errata/PEpatchClear.bat. This file will clear all of the attributes providing you have installed PE to the default directory. If you have installed it to a directory other then the default English directory, you will need to edit the paths given in the batch file.

The batch file will do the following:
All files are contained in sub folders of C:\ program files\PanzerElite\Wave\Scenario\, and the detailed list of the wav files write protected is:
Hamra\000.wav to 024.wav
Hill138\031.wav (only one file)
StLambert\001 to 031 (all files in the folder)
StLeonard\001 to 030 (all files in the folder)
StLo\001 to 025
ThePass\001 to 032 (all files in the folder)
ThePlains\001 to 030 (all files in the folder)
ToKasserine\001 to 033 (all files in the folder)
ToSbeitla\001 to 025 (all files in the folder)
