Does anyone know if you can play multiplayer via GOG against people who own the game on Steam?

Yes, you can. The game uses Steam IDs in multiplayer if it can. If it can't, it automaticallys creates a unique ID for you, on the server. Once you are logged in, you are in the same lobby as everyone else, irrespective of platform.
