I figured out graphic and music problems, now I´m stuck with rebinding the keys.
I want to bind CTRL to ducking / Crouching for example, but the new binding wont be saved and as soon as I´m ingame or back ingame CTRL is shooting (again).
Removing copyprotection from the folder and files didnt do anything, binding the keys back to default and rebind than didnt do anything. I cant see a cfg file to change the keys manually.

I just have to rebind Space and CTRL, so I need your help guys.

Have you tried rebinding the keys from the I game options menu? It should then save them
I remember having a similar issue with this until I realized that, after you choose Accept on the grey remapping window and are returned to the graphical menu, you have to choose Accept again to actually save the changes. If you don't do that second Accept and just press Esc to go back to the game, the remapping changes will not have been applied.

Sadly that is not the problem as far as I can say and I remember rebinding Keys with the CDs Version half a life ago ;-)
To visualize I just recorded what the problem is and what I have done so far.
1. Showing no files are protected
2. Going ingame and pressing CTRL -> Shoots the revolver
3. Going To Menu, rebind controls, removing fire from CTRL and binding Crouch to CTRL
4. Back ingame and pressing CTRL -> Shooting the revolver

I duplicated your steps and the rebinding worked. It might be a silly question, but are you ensuring that Numlock is off when you're playing? You're binding the numpad's * key to shoot and it won't shoot if Numlock is on. Even if that's not it, try a more regular key (like 'Z') to make absolutely sure that it's the rebinding that's not working and not something to do with that particular key.

If that's not it, then perhaps you're having issues writing to the registry. Outlaws stores its key bindings and all other settings in the registry. If the user account that you're using doesn't have write permissions on that Outlaws registry key, that could explain why the rebinding isn't sticking. The location is:

HKEY_CURRENT_USER\SOFTWARE\Classes\VirtualStore\MACHINE\SOFTWARE\Wow6432Node\LucasArts Entertainment Company\Outlaws\Users\Default User
(or without the WOW6432Node if you're on 32-bit Windows)

(Note: There's also a very similar key under
HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\LucasArts Entertainment Company\Outlaws\Users\Default User that I originally assumed was the right place, but my binding changes weren't saved there, but to the "VirtualStore" location above, so use that)

Right click on Default User and check that your account has ownership and permission on the key and everything under it. After that, do the same for the Keys sub-key under it to make sure that the permissions were inherited.

If worst comes to worst, you can just set your bindings manually by modifying the values in Keys. As you'll see, it doesn't look hard for most keys. In fact, I just checked for you and "Star" is what you want to input for "Fire (Small)" to get the binding that you want (optionally followed by a semicolon (;) and the secondary key that you also want).

Rebinding / switching Space and e ( to switch the keys for jumping and open ) wont work either.
Binding fire to star was to show nothing is bound to CTRL anyomre, of course I use Mouse1 for fire and Q (would prefer Mouse 2) for sec. fire. ;-)
I will try editing the registry like you explained. ( Win 10 x64 here ).
