I would like to get some help from people in here about a key input issue.

The problem I am experiencing is that the key you press at the begging of the game is inputted forever. For example, when you start the game and press w once, then you keep on moving in front even if you release it.
Once you press a key, then it won't accept any other key inputs. That means you can't either press esc to open menu nor r to reload.

I found that the input gets reset (?) when you switch window by alt+tab.
So, technically you can control your movement by switching the window repeatedly, but it's not practical.

So far I tried launching with admin mode, and backward compatibility mode (Win95) and no joy.
My environment is Win10 home 64bit, Ryzen 7 3750H and GXT1650.
Game version is 2.0 hotfix and everything is default by GoG.

That's a super interesting problem that I have never seen before.

Here are the steps I would try in this order...

1) Open your Command Prompt and navigate to the Outlaws directory. For example I would type,

cd \
cd "GOG Games\Outlaws"
olwin /safe

- That olwin /safe will run your Outlaws in a safe windowed mode (thx developers of Outlaws!). Navigate through the prompt and try a game. If that works then you know there might be a setting in Outlaws that is at fault.

2) Restart your computer into safe mode and follow the same steps as Step (1) and/or regular method of starting Outlaws. If you have any software that captures your video this safe mode should prevent that from being loaded.

3) Try changing your olcfg.exe and nglide_config.exe settings (located in your Outlaws directory). I have included some pictures for reference on what I have set up on my computer.

Also - I wrote a patch https://outlawsplayers.com/files/olwin_kbd_fix.zip that corrects the keyboard issue (no backspace / capital letters / etc...).Website hosted by my buddy WaRRioR. You can move your original olwin.exe into a backup folder and extract the patched version into your Outlaws directory and run it. Perhaps that might help?

In the original Outlaws file for some reason when the developers patched it years ago it was set up like ... dual keyboard drivers in a sense which caused the keyboard functionality to be messed up (only for chatting / saving games though. Game input worked as expected)

We have a lot of players that reside in a discord server. If you're still having trouble you can always join us and post your questions. A lot of great minds hanging out there that may have encountered that issue.

I'll be interested to find out where your troubleshooting takes you

I tried several things following your advice, and unfortunately, things got worse !
I tried:
1) Rebooted my computer just in case.
This changed nothing. This is OK.
2) I launched by olwin /safe.
With this, the game launched in windowed mode. I don't have sound, and keys still don't work. Menu only works just fine.
3) I changed olcfg.exe and nglide_config.exe.
I have tried several combinations. Then, I cannot see things anymore (black screen and I can hear sound only) and game freezes if you touch anything (for example, esc or click). Interesting thing is that I cannot roll back to the previous status even if I switch back everything to the default.
4) I tried your patch (Thank you !)
I replaced olwin.exe with yours and I launched it by double clicking it. So far I got the same result as 3). I tried this after 3). So, I can't tell any differences. I just can't launch it properly.

It seems the problem have changed. Have you ever seen those symptoms ?

Edit: I read the post below and I found that the game launches properly if you switch off win95 compatible mode (you get interruption from windows when you launch with it). This feels weird because it worked fine before, but I came back to the starting point again.

creature9 helped me out in discord. I take a note here in case someone have same problem.

The problem in my case was that I was using non-English keyboard.
Switching the keyboard alignment to US English (usually Alt+Shift) before you launch Outlaws will do it.
You may need to add English to your Windows in language settings before you do that.
