I see the intro movie, the Bink logo. Then I go to the menu and hit "start new game"
Then the launcher disappears and nothing happens.

Try starting LOADER.EXE in the Outcast-folder. Not a real solution but at least you can play it.

Okay is there any way to set the game to run in a window? My computer hates low resolutions and will constantly minimize the game. Plus I get stuttery music.

I don't think so, or at least i don't know, but you can try running it at 640x480: http://www.gog.com/en/forum/outcast/hi_res_patch
