Barracks? Hm, i play Outcast in german, but never heard of barracks or something similar in Okasankaar. What quest does it belong to?
EDIT:
i just saw at leo.org, that barracks means something like Military Base too. You can reach them only with one of the boats lying near the lighthouse. They are in the southwest (Zorkatraz).
