To find out the latest patches you can goto https://update.owsupport.com where you will get a list of patches as well as changelogs.
You can view the patch lists and changelogs for each branch (Stable, Beta and Experimental). Experimental will always be the very latest version where as beta and stable will be versions which have had more testing.
Note: OW Patches are platform independent meaning there is only one version of Original War (As in there is not a GOG version or a Steam version, its all one version used on every platform). Thus patches work on all platforms.
Note2: When a patch states a minimum version it doesn't require that exact version, just that version or higher.
