Installed setup_original_war_3.0.1_beta_(40141).exe
My screen is blank until I press Ctrl-Alt-Del. Then I can see the dialog box to close it. After which the game starts up.

if you delete OWSteam.dll then it should work. Older builds of Original War can't handle the steamdll being missing while OWSteam.dll exists.
