I just bought the game during the last few hours of the Winter Sale, and it's amazing. One thing that I don't like about the game, though, is the seeming lack of a built-in level editor.

Then I found out that the Steam version does have one.

Does the GOG version have it as well, or is it just missing? Where would I find it?

Could the store page perhaps be updated to include the Level Editor tag?

It's very easy to miss; I didn't notice it until I'd already beaten the game and was doing the additional challenges.

The level editor is there. But due to lack of Steam Workshop integration, you cannot use any levels created by other users.

That's what decide me to give 'only' 4 stars to this game.

That's not true. All it means is that you have to send your levels to other people and download their levels, which is how level editors worked before Steam Workshop anyway.

You can even use a Steam Workshop downloader website to download puzzles to play. Really, the only thing GOG users don't have is the ability to upload your own files to Steam workshop. But there's nothing stopping you from putting your puzzles in Google drive or something, setting the sharing to public and putting the link here. See above.
