Can't speak for the future, but when the Sacred and the Profane DLC was released, it was added to the Complete edition.

The "Complete" Editions always just include all DLCs there are available AT THE TIME. It's just a package of the base game with the currently available DLCs, and they DO NOT AND NEVER WILL include future DLCs.
These packages are auto-generated by GOG, not by the developer, so if you want to complain about the naming of these packages, complain to GOG directly.
There is a new "Complete" Edition every time a new DLC is released. And by default, none of these "Complete" Editions will ever truly deserve that name until the developers abandon this game, and from what I hear that is not going to happen any time soon.
