Just to clarify, I'm playing this on an Intel HD 4000 GPU, a dual core i5 (HT though) and 8 GB of RAM.
I've played plenty of games with this kind of aesthetics before but they always play at decent framerate (>40 fps). Games like Broforce and Hyper Light Drifter. I've set the resolution to 720p and quality to mortal, but the mouse lag and low framerate levels are still quite noticeable.
