In the Tic Tac Toe Champion quest, I tracked down and fought Aubrey, then I traveled to the Orange Farm to speak to her father who said that he will arrange to pay back the stolen money. When I return to the guy running the challenge, he just keeps asking me if I tracked down the person who stole the money, and Tilia just says 'Not yet' and I can't progress past this point in this quest. Is this a bug or did I miss something?
