For those that may find this thread later, the OP's fix does work.

ThreeSon most probably made the same error I did at first, applied the ACT edits to the NOX.EXE rather than the GAME.EXE as hexaae shows in his jpg. Matt's website that hexaae links leads one to believe it would be the Nox.exe that should be targeted and, since we were following that first, at least for me, I started off with that as my target and received the exact problems that ThreeSon discribed.

I then saw the jpg while troubleshooting and started over with Game.exe as the target and it is now working beautifully! Sound and everything, although you do have to turn the volume up in the settings as they are at 0 by default.

The SDL Patch doesn't work for me...accidentally bought the game without seeing that it isn't compatible with Win10.
So the patch let me get through the flickering, but before when that happened I could hear sound effects of me clicking around on the supposed menu, but after doing the patch there is no sound on the menu at all or music. This didn't happen for anyone else?

To apply the MS ACT fix in the first msg remember to REMOVE ANY COMPATIBILITY SETTING you may have set before. Just apply those fixes and DON'T leave the exe in Win95 or XP mode etc.
For example if you keep the Win8 compatibility mode you'll still see flickering screen. Remove any compatibility setting from "game.exe" and then apply my fix.
Those who have written this MS ACT fix didn't work, probably had additional compatibility settings for "game.exe" (Run As Admin, WinXP/98 compatibility mode etc). REMOVE THEM.
