Looks like they might have changed their mind about releasing Development Update 4 and Synthesis is being released in Experimental. They also mentioned big plans for the future. See https://www.nomanssky.com/synthesis-update/
Not released for GOG yet.
The changes are far too long to copy and paste here but some big ones that I noticed:
Protected bases from terrain regeneration.
Change to terrain manipulator and has restore and flatten modes.
Purchase Starship upgrades
Ability to salvage and sell unwanted Starships.
Increased slots in storage containers to 20.
Can refine elements without first dropping a portable refiner.
Inventory management improvements including wrap around counter when at upper or lower end of total.
Can carry more than one multitool and swap between.
"Many new technology upgrades have been added, granting abilities such as: long distance inventory transfers to and from freighters; mid-air jetpack recharging; and instantaneous emergency warping."
Extremely long list of quality improvements.
EDIT:
Restored bulk uploading of discoveries.
Fauna discoveries now identifying flying v. ground.
Starship upgrades to purchase include class and inventory
Many tweaks to base building and claims that some of the snapping issues have been corrected.
First person view in exocraft.
Reduced the accidental grenade launch resulting in suicide.
Can obtain new technology to allow inventory transfer to/from Freighter (if in the system).
New freighter hyperdrive technologies that mirror engine requirements for Starships.

Supposed to be released on Thanksgiving, November 28, or to some of you on 28 November. Sean Murray quote: "Thanks-giving seems like a nice time to release something neat for our biggest fans."
EDIT^3: Looks like they might be a bit early, 4.6 GB update to Experimental 54747 but then again they didn't say which side of the Intergalactic Date Line they were referring to.
