My help screen says to pull up the inventory with the TAB key, select the map module, then press "E" to plot a course. "E" does not plot a course. "E" causes the inventory to switch to the next exosuit inventory type. What's going on? How do I use the map?

You are refering to the maps you buy or trade in for at the Space Stations?
For me i have to "active" the map in my inventory. Im using a Xbox controller, so I have to hold "X" when marker are over the map. I thing you have to hold down "E" when your marker are over the map-icon in inventory.
If you are talking about the galaxy map just press M to open your map.
Your view will be locked to your current position.
Press the right mouse button to unlock the position, this will allow you to "freely look around". It's a bit wonky...
W and S keys on your keyboard will zoom the view in (W) and out (S).
Pressing the left mouse button will select and lock your view on a system. And holding left mouse button will engage a jump to selected system if you are within the jump range of your ship.

And that's about it when it comes to using map.
Actually I think it's about a map, as in, planetary chart.

You "use" some items in the inventory by pressing E while mousing over them, but it only works when the "tooltip card" of the item is visible (it should list your options, including "E to use").

It's a bit buggy, still, though. I don't know why they have E both change tabs, and "use" items at the same time. Frequently, the game doesn't use the item but changes tabs instead. Same thing with re-organizing your tech, by pressing E to pick it up, it tends to also switch tabs while picking the tech up. On controllers, this doesn't happen, because it's two different buttons on there - and you could re-bind the controls on PC to solve that issue until they worked that out, too.

But yeah - it's annoying.
