I have played for a few hours now and I like the game but have now been killed by sentinals, presumably because I did too much resource collecting. I have recovered via grave marker but I would like to start again from scratch, now having learned a lot about how to play.
I have Googled this topic and see that Hello Games saves the game in unusual places but the various options do not seem to fit my circumstances. Windows 10, game not via Steam.

Right click on the Select Save Game opening screen at the slot where you want to do a restart. That scrubs the saved game data and you start over.

If you're running 1.38, you could just leave that one alone for now and start in a new, unused slot. Earlier releases paritioned the save slots by type (normal/survival/permadeath/creative) so you'd have to do the right-click route to start over for a given game type.

Hint: When the sentinels "go blue" they are scanning you for suspicious behavior (or "behaviour" ;-) and that's the time to stop mining and act all innocent like you're just there admiring the geography until they fly away.
