I have just gotten into act 2, and Tomi has lost the ability to pick locks for whatever reason. When clicking on a locked item or using the pick lock command he either does nothing, walks up to the locked item and plays the lockpick animation without any actual lockpicking taking place (ie no roll in the log) or straight out attacks the locked object.

It worked fine in act 1.

Any idea how to fix it?

If he attacks to door instead, that implies his skill is too low to pick it. Check the skill level of lock picking on his character.

If he does nothing, that may be his tactics are set to leave it alone.

Talk to him about his tactics and check that he is set to help you open locked items.
If the above doesn't work, try putting him in Guard Me mode.
If the above two things don't work, can you provide a screenshot of the situation?

It isn't a matter of skill presumably as he will react all three ways to the same lock.

I also cant talk to him, it gives me a message that he is busy and cannot talk in the text log (which is probably part of the problem). Even if I go to the mercenary building and change to a different follower I still dont get the option to talk to him, he is still busy.

None of the stances (ie guard/follow/stay) have had an effect either unfortunately.

I dont know what about the situation you would want a screenshot of. I am just in one of the random houses in Port Llast, I couldnt pick the door to the upstairs and now cant pick a chest upstairs.

That sounds quite broken.

What is in your NWN/Overrride folder? If you haven't' added anything unusual, check for older save games where this doesn't happen.

The only things in my override folder are some textures that came with the game.

I have checked saves, he is fine for chapter one, fine at the start of chapter 2, fine until you give him the "pick locks" command and as soon as you give him it he becomes busy and unable to be interacted with and he starts being wierd again.

Very odd.

Oh also while I was able to talk to him immediately after re-recruiting him I checked his tactics and he is set to auto help with locked chests by default so that part at least is fine.

I just tried clearing my hotbar and then reapplying the pick locks and disarm traps command to them, so I have "Chapter 2 Tomi's" commands instead of "Chapter 1 Tomi's" and that seems to have worked. It looks like if I try and give him the commands even once with the C1 commands then he gets stuck as busy but if I only give him C2 he isnt. Or possibly he is just randomly working now. Not got enough time to play for a while to check if he is still working though, will try tomorrow.

I think you have found the root cause. Hotbar icons can behave strangely after upgrades/level ups.

I have never used hotbar commands to command the henchmen to pick locks, so I never ran into this particular glitch.

Ditto. Didn't even know you could do that.

Each time Tomi levels up (or you go to a new chapter) it literally destroys his old version and creates the current version, so that might be the root of the problem.
You don't need to take this advice if you already knew it and decided to go with Tomi anyway (and I realize you resolved the issue and would probably want to continue with Tomi on this playthrough since you had him all the way through chapter 1) but if you started a new game and didn't want to pick locks yourself and wanted a different companion than Tomi, the pixie familiar can also pick locks.
