There are empty cells where they should be but just the first race option is available. I havent modded or touched game files. I redownloaded and installed it twice. I just wanna be an Aasimar Cleric ;-;

Edit: I reinstalled with my firewall off. I found them.

What OS? If Win7, then make sure you install outside Programs or Programs(x86). As well, check to be sure your antivirus isn't interfering with the game.
