I have the great wyrm gauntlets and i have them equipped to my Ftr 8/ Rog 3,and i noticed that sometimes they don't give the -4 DEX, +6 Attack Bonus, and 2d6 Fire Damage.

Are they broken or is this something I can fix?

The attack and damage bonus from gloves only applies to unarmed attacks, not weapons. Unless you're a monk they're kinda pointless.
