Some items say something like "+2 Soak 10 Damage", what specifically does this mean? I tried googling it and couldn't find anything.

Does "+2 Soak 10 Damage" mean "10/+2"? I know 10/+2 means it reduces physical damage by upto 10 unless the damage is from a +2 weapon/ammo.

It means 'soak up the damage' from an attack. It's damage reduction as long as the rest of the statement is fulfilled.
