For some reason when I or an npc uses these two abilities instead of an elemental it summons a naked 1hp human, i have gotten rid of my mods and reinstalled but its still persisting, anyone else experienced this?

Never heard of this particular bug.
Are you sure you completely removed any previously installed mod?
Are you using an old savegame created with some active mod?
Have you tried backing up and then completely deleting the configuration data directory (%USERPROFILE%\Documents\Neverwinter Nights\)? Beware: that folder contains the save game data too, so make sure to make a backup copy before deleting it.
