The in-game help for items/weapons that have magical spells have a line stating something like: Ghostly Visage (3) 2 Charges/use. What does the (3) represent?

I believe it's the casing level of the spell.

3 means it was casted as if it were a 3rd level mage. This is used for effects governed by level.

As in duration, lasting 1 turn/level, with 3rd level that would be duration of 3 levels.
