As a lot, I have enormous low FPS on NWN I for 1 week only
I try solutions which were proposed (adds the line "Customer CPU Affinity=1", ect) but nothing seems to solve the problem
WIN 10, Intel (R) HD Graphics, Intel (R) Pentium (R) CPU N3540 2.16GHz X4

I would expect very low FPS.

That is a very weak CPU/GPU chip. It's an Atom core with one of the weaker integrated GPU offerings.
