Can anybody help me ? I tried setting the graphics to low, max frame rate (thru NVIDIA Control Panel) to 60, lowered resolution to hd.

If this is not solved by the end of the day, I'm going to ask for a refund. This maxing out my gpu is ridiculous for a very old game. I ran this game on a pentium 4 without hiccup, why is it acting now ?

Why don't you try enabling Vsync in game rather than in Nvidia control panel?
Disabling water effects (reflection and refraction) and shadows might also improve performance greatly.

On the opposite, an old game such as this one can't be optimized for a modern hardware and similarly the GPU drivers can't be optimized for such an old game: that's why it performs poorly.

If its the Enhanced Edition try to deactivate the EE visual effects.
