I remember last time I played NWN2 (which was a long while ago, granted), the Ghostwise Halfling was a PC race choice. It wasn't the hackpack neon-yellow skinned version that I've been able to find, either, and it had a distinct racial icon for it. Now, I had Neverwinter Nights Gold Edition so that may have been part of it (I recall seeing Hagspawn as a playable race as well), but I just want to know if anyone else knows anything about this?

The Ghostwise Halfling is not available by default, but can be enabled with an override. Hagspawn is in a similar boat, and a recruitable NPC in Mask of the Betrayer has this race.

If you were using these races long ago, you at very minimum had an override that was letting you do so.

Entirely possible. You wouldn't know how I could implement this override for Ghostwise, do you?
