I remember reading somewhere that a box with a gold outline means there are new items there, but whenever I move onto a hex with a box like that I never get the "scavenge" option unless there's also a magnifying glass - so apparently you can only scavenge when there's a magnifying glass? What's the point of boxes that can't be scavenged? Do those hexes ever get magnifying glasses?
