Is this the DVD version? I heard that it has higher resolution cutscenes.

From what I understand, these are not the DVD versions.

The true DVD version is only included on its own disc from 1998~2001. I do not believe the 10th Anniversary DVD actually has the real DVD version on it, but a reprinting of the 5 CD format.

Unfortunately, I do not know any online vendor that carries the original version, which includes crisper videos and higher quality audio.
